run regedit as administrator

hkey_current_user\SOFTWARE\Microsoft\Windows NT\CurrentVersion

RIGHT click on Windows

Click on Permissions

ALL APPLICATION PACKAGES - Click on Full Control, Apply

Add user EVERYONE, CLICK on Full control, apply, OK

Go to SERVICES.MSC, stop and restart PRINT SPOOLER

Restart the computer

This seems to have fixed it
