Payroll Deduction Order

There is a utility that controls the order of the deductions on the payroll transaction no matter what order they appear to be on the employee.

Go to:

Setup / payroll / employee utilities. Select 'deduction order' from the list. Select the payroll items that you care about one at a time in the order that you would like to see them. The payroll items that you do not select will fall in random order after the ones you select.
